Blue Roof
ESA South has been involved with the USACE Emergency Temporary Roofing Mission since 2004. Having worked on four separate missions over the years, our team is very experienced in supporting this very important program. We are adept at mobilizing to areas with differing levels of regulatory oversight, infrastructure, and customs. We are accustomed to deploying into unknown and unusual circumstance and having to improvise ‘outside the box’ solutions in order to be successful.
‘Operation Blue Roof’ is managed by the U.S. Army Corps of Engineers on behalf of FEMA. It is a program for homeowners who have damage to their roofs. The program sends licensed contractors out to homes to cover the damage with fiber-reinforced plastic sheeting (tarp) until homeowners can arrange repairs. Operation Blue Roof allows residents to stay in their homes, instead of paying for temporary housing or hotels. The program also protects property while homeowners recover from the storm.
HURRICANE IRMA (2017)
ESA was tasked with performing the Blue Roof mission in nine (9) counties throughout Central and Southern Florida. This represents a total of approximately 7,000 Square Miles of responsibility with approximately 5.1 Million residents. With such an extended geographical footprint, ESA mobilized, ramped up, and operated three (3) separate and distinct logistical staging areas in three (3) different theaters of operation. ESA South’s role in this project was Prime Contractor, deploying 85% of its personnel to the mission as well as hiring dozens of temporary employees for the quality control and field management efforts. ESA supported this mission with 28 different subcontractors whom performed mostly roofing activities. ESA’s operating range was over 400 miles from one end to the other and a 7.5-hour drive one way in logistical management.
ESA South installed 3,878 temporary roofs across the state which approximated to about 30% of the mission total.
